The ECFR’s goal is being a pan-european institution conducting research on Euro- pean debate and on the development of a coherent and effective European foreign policy. The ECFR brings together 160 influential Europeans from 27 countries. • 6 foreign offices: in London, Paris, Berlin, Madrid, Rome, Sofia and Warsaw. The European Council on Foreign Relations takes a bottom-up approach to building grassroots consensus for greater cooperation on European foreign and security policy. The programme explores the obstacles to sustainable unity on current and future foreign policy challenges and seeks to develop solutions for overcoming them. • Wider Europe: To remain relevant in the region, the European Union needs a coherent and consistent strategy to promote its interests and values together with the political will to follow this through.
