Set up in January 2002 as an autonomous agency un- der Council Joint Action 2001/554, with full intellectual freedom and researches security issues of rele- vance for the EU and provides a forum for debate. The Institute also acts as an interface between the EU institutions and external experts – including security actors – to develop the EU’s strategic thinking. International presence : headquartered in Paris, France. In 2012, it opened a Liaison in Brussels, Belgium which serves to boost the Institute’s presence and visibility in the home of the EU institutions. Scanning the horizon: 12 scenarios for 2021 » (2019) « Balkan futures: three scenarios for 2025 » (2018) « Artificial Intelligence: what kind of strategic enabler for EU security and defence ? » (June 2019) The Institute is funded by member states of the European Union, according to a GNP-based cost-sharing formula. The EUISS maintains a strong online presence (website re-launched in 2017) and distributes its research via a regular newsletter. Making use of social media tools, the EUISS maintains active Facebook and Twitter accounts, as well as Flickr and LinkedIn channels. The Institute is governed by: • the Political and Security Committee (PSC) – which exercises political supervision • the Board – laying down budgetary and administrative rules and approving the Institute’s work pro- gramme (chaired by the HR/VP Federica MOGHERINI) Director: Gustav LINDSTROM. Previously, he served as the Head of the Emerging Security Challenges Pro- gramme at the Geneva Centre for Security Policy (GCSP). While at the GCSP, he also served as Head of the Euro-Atlantic Security Programme, Director of the European Training Course, co-chair of the Partnership for Peace Consortium (PfP-C) Emerging Security Challenges Working Group, and as a member of the Exe- cutive Academic Board of the European Security and Defence College. He has also worked with the RAND Corporation and the World Bank. His areas of focus include the EU’s Common Security and Defence Policy, cybersecurity, EU-NATO relations, and emerging security challenges.
